PURPOSE
To establish guidelines and procedures for the operation of a youth program known
as “Fire Explorer Post #207 ” at the Trenton Fire Department, Trenton,
Missouri.
SCOPE
Any person, between the ages of 15 and 18 years of age, willing to learn about
firefighting at a non-operations level and willing to abide by the rules, regulations,
guidelines and procedures of the program.
MEMBERSHIP:
A perspective member, who is between the ages of 15 and 18, of the “Fire Explorer ” program must attend an orientation meeting with
a parent or guardian. This meeting will cover basic information about membership
requirements, expectations, rules, regulations, guidelines and procedures.
After the orientation meeting the perspective member will need to submit the
following for membership.
A) Parent Consent Form and Medical Emergency Notification Form signed by the
perspective member’s parent or guardian and by the perspective member.
B) Copy of perspective member’s MOST RECENT report card that shows a letter
grade of “C” or better in EACH SUBJECT.
C) $15.00 (annual fee) which will go towards the purchase of a program
T-shirt.
D) A 100 word essay telling us “Why I want to be a “Fire Explorer ”.
In addition, provide some information about yourself (hobbies, sports, interests,
school activities)
Once all items have been submitted and reviewed, a letter of acceptance/rejection
will be sent to the new member. If a letter of rejection is issued the $15.00
fee will be refunded.
It should be understood that any female participant can participate only when
a female advisor or parent/guardian is present. NO EXCEPTIONS.
PHASES OF MEMBERSHIP
Phase 1
1. Members will be trained at an introductory level. The new “Hot Shot”
will become acquainted with fire behavior, fire safety, prevention and basic
fire service operations.
2. Members may not respond to any calls, but may participate in “Fire Explorer ”
station training and activities.
Phase 2
1. Members will show proficiency in phase 1 skills.
2. Members will be trained in areas of fire fighting apparatus, equipment, an
anatomy of a fire call (fire detection, alarm & response) and water supply
and streams.
3. Members may attend Trenton Fire Department training with approval of the
advisor and consent of the department training officer.
4. Members may respond to the station for orders during a fire call only if
approved by the advisor and with the Chief‘s consent. Response must be
within observance of ALL traffic laws.
Phase 3
1. Members will show proficiency in phase 2 skills.
2. Members will be trained in basic fire ground operations, first aid, cardio
pulmonary resuscitation (CPR) and learn principles in leadership.
2. Members may respond to a fire call only if approved by the advisor and with
the Chief’s consent. Response must be within observance of ALL traffic
laws. Members are to remain a safe distance from the scene at all times. If
request is made for assistance on scene the member may provide canteen (food
& water) and rehab services.
Each phase will incorporate classroom instruction and testing, hands-on training
and physical fitness.
Each phase a member attains will be denoted by a chevron ( ^ ).
Phase 1 = single chevron
Phase 2 = double chevron
Phase 3 =triple chevron
OFFICERS
Must be Phase 3 qualified. The advisors will review and submit a list of candidates
which will be voted on by the membership. Simple majority rules. In the event
of a tie, the advisors will break the tie.
Captain: Senior Officer of the membership. Two bars denotes rank. Captain will
be under direct communication of the advisors.
Lieutenant: Second in command of the membership. Single bar denotes rank. Lieutenant
will be under communication of the advisors and the captain.
DICIPLINARY PROCEDURES
1st Offence- consists of a oral reprimand and consultation by the advisors and
the Hot Shot officers. If sever in nature suspension or termination may occur.
2nd Offence- will consist of a period of suspension determined by the advisors
and officers. If sever in nature, termination may occur.
3rd Offence- “Three strikes, you’re out.” Termination of
membership.
ABSENTEEISM
Three (3) consecutive unexcused absences or excessive absence will constitute
a period of probation determined by the advisors. During probation, members
may attend meetings, but not activities.
APPEARANCE AND DRESS
1) Hair shall be kept at respectable length and appearance.
2) Clean appearance, clean clothes, hands and face.
3) Pants worn properly around the waist with shirt tucked in.
4) Initial uniform will consist of navy blue T-shirt, black pants or shorts.
(shorts must be mid thigh or knee length)
5) No inappropriate piercing.
6) Any use of tobacco, alcohol or controlled substance will constitute immediate
termination. “Not in you and not on you.”
